Joop,

Phil Sheppard did not post the Review TF report to the TF mailing list (it 
was posted to the Council list instead), and he obviously didn't consult with 
the TF membership prior to authoring his own amendments.  We can't blame 
Roberto as the NC Chair apparently didn't bother to send him a copy of the 
revisions or even put it on a list that would be read by all the TF members.
