Yes, that is almost certainly true.  

The DNS name space interacts with the TM name space.  The UDRP is there
because there is a need for it; in the long run it (or something very
much like it) is going to become a standard feature of all domain name
registries.  And to the extent that an alternate TLD becomes mainstream
enough to matter, it will be forced to adopt a standard DRP as well. 

Reality is sometimes hard to bear, but the only alternative is insanity.
