Unfortunately, the Bylaws do not require them to do that.  ICANN does not
have a "representative" structure, wherein the representative is to reflect
the
wishes of the people who put him/her there.  Once in office, a representative
is to vote "in the best interest of the Corporation," and the wishes of that
person's "constituency" no longer matter. One can only hope that a particular
representative will feel that to reflect the wishes of that constituency
indeed IS
"in the best interest of the Corporation."
