How about a new question.

What kind of Chair should the GA have?

1)  One who sets aside his own convictions, and is an instrument of
consensus, even on issues where he is in disagreement with the result
or believes the effort is futile.  A spokesperson for the consensus
achieved in the GA.  A leader who helps bring about consensus by
finding the points in the discussion where agreement does exist and
uses those as a starting point to direct the discussion and dialogue
in a manner that will result in a conclusion.

2)  One who believes he is an elected representative, there to
advocate and aggressively lobby for his own agenda, using the GA
Chairmanship as a bully pulpit for his own views, and assumes since
the GA elected him as chairman that he speaks for them and that they
share his view without consultation and discussion?

A much more interesting question.
