Seems correct (I am a lawyer but don't give legal advice on the internet) as
to
the law, but maybe assumes that the licensor (ICANN- DOC) really gives a rip,
so as to require certain things from the licensee (NSI/Verisign).  Don't think
so.
(That license, by the way, is another part of the internet giveaway of public
property -- were there royalties required, that would go into the Federal
coffers?)
