[ga] gTLD Constituency membership procedures

As members of both the Sponsored and Unsponsored Registries have been
participating with ICANN for some time in the Budget Group advising our
ICANN president, how long must we wait before they are finally seated as
members of the gTLD constituency? When these new registries join the gTLD,
will Verisign relinquish its seat on the Names Council in favor of these
newcomers?

The gTLD website indicates that, "It is anticipated that, as new gTLDs are
added, new registries will become members of the constituency. When that
happens, membership procedures will be developed and added to this site."

I haven't noticed any membership procedures being added to the site as yet.

According to comments in the Names Council teleconference, "M. Mueller asked
if it was correct that the gTLD procedures allow for NC members allocation
to be a function of domain name registrations thus ensuring for the
immediate future, a seat to VeriSign. R. Cochetti declined to comment."

Is anyone yet prepared to comment on this subject?
