There was a change, initiated by Verisign, that created the urgency.

There is NO change in the presence of administrators for independent 
namespaces.  They have been with us for roughly 4 years.

To say that there are collisions is to say that the namespaces are not 
independent.

However, those independent operators very clearly have been operating 
entirely independently for up to 4 or more years, making assignments 
without any coordination with IANA/ICANN.

This demonstrates clearly that the namespace they work with is independent 
of the one that IANA/ICANN works with.  Hence there is no collision.
