In my opinion, you are reading much more into Roberto's comments than
is there.  But in any event, any new constituency that was not a part
of the original constituencies created by ICANN will have burdens that
the initial ones did not.  This is codified in the bylaws.

Right or wrong (and I agree it is one of many flaws in the entire
constituency structure) it is codified in the bylaws.
