You are absolutely right.
And in fact, I wonder whether this matter should be raised now, in the 
scope of the to-be-formed WG for the DNSO Review.
It will be perfectly legitimate, IMHO, to ask for a modification of the 
rules in the sense of a direct election of the GA Chairman by the GA.
