Censorship is not and will not be the norm, in any case.  None of this

Sorry, if *you* want what you call "unfettered discourse" *you* have to
pay.  ICANN is supposed to be open to IDEAS IN A RESTRICTED POLICY
REALM.  It has NO REQUIREMENT WHATSOEVER to be a forum for "unfettered
discourse".
