[ga] Message too long (>40000 chars)

I think this is an example of a requirement that could easily be
incorporated into Mailing List rules.  I would add that attachments of more
than x K should also be limited by default.  The number needs to be set
large eough to permit digital signatures and perhaps an occasional text
draft.  But twice I have had to shut down my emailbox because people
thoughtlessly sent huge, unsolicited photo files as attachments.

You see, i do think there are certain mailing list rules on which we should
be able to agree that do not involve moderation as to content but rather as
to behavior and technical concerns.  Size of file limitation.  Size of
attachment limitations, and, of course, prohibitions on spoofing emails.
There are three core elements in a mailing list rules policy that do not
touch censorship as to content.
