I have no problem with rules of behavior.  I have problems with
gatekeepers. I think the rules should  describe what behavior is expected
to participate on the list and what behavior gets one removed from it
(e.g., spoofing addresses).  I just don't think that there should be *two*
lists.

BTW, I have been on the domain policy list (hosted by NSI) since July 1996,
and it has endured its throes of disruption.  However, to the credit of the
list manager, I don't believe the list has ever been moderated despite
calls to limit messages per day during a heavily trafficked period and to
remove or censure certain partcipants.  Yet, that list has managed to
produce some very interesting and informed discussion.
