This is a normal campaign activity, reaching out to people already involved
to supply support.

However, ICANN's bylaws specifically prohibit any Names Council member who
is a candidate from participating in *ANY* discussion of, or vote by, the
Supporting Organization relating to the selection of directors. This bylaws
amendment was recently added to prevent insider advantage.

While not posted on this list, one Names Council candidate who is chair of
a constituency has, indeed, breached this bylaws prohibition by soliciting
the members of its constituency to call various Names Council members and
urge his support.

So who is going to deal with this breach?  If a candidate cannot abide by
the ICANN bylaws before an election, what reason have we to trust this will
not occur if he is elected to the board?

Section 4. ELIGIBILITY

No person shall serve simultaneously as (i) a member of any Supporting
Organization Council or other body that is directly responsible for the
selection of Directors by that Supporting Organization and (ii) a Director.
If a member of any such Supporting Organization Council or such other body
accepts a nomination to be considered to serve on the Board, such member
shall not, following such nomination, participate in any discussion of, or
vote by, such Supporting Organization Council or other body relating to the
selection of Directors by such Council or other body.
