I think the same skewed thinking will appear when the At Large Council
selects or elects the At Large members of the ICANN board.  Should the
membership ever reach that lefty threshhold of 5,000 members and finally
elect At Large Council members, what guarantees will we have that they, in
turn, will reflect the will of the membership body.

ICANN's supposedly bottom up structure is realy a steeply angled pyramid
scheme with perhaps 50 people making all the significant decisions for the
entire Internet administration. IMHO.
