RE: [ga] Proposed GA Adcom

re the GA Adcom, this organ seems to have attracted positive opinion, if
not a fully documented consensus. This surely means that the GA must be
supported in its need to give itself some form of organizational suport
for handling its business.

Several opinions have been emitted as to how far the bylaws limit this
type of action. The Names Council will have to address the issue for sure
(I speak with the borderline liberty of being an alternate to a member of
the NC). Bringing a proposal up to the NC will in itself show us how far
we are on the way to building and documenting consensus or other forms of
agreement including referenda, votes of different kinds, etc.

May I also suggest that we take steps to invite members of the
constituencies to participate more in GA activities inasmuch as possible,
in order not to have the GA assume more and more the characteristics of a
constituency of its own.
