This is not the situation. We have an matrix structure in DNSO and so in
the NC.
In one hand We have geographical interests and in another one we have
sectorial interests. 

All of us want people from our constituency in the board, but at least in
the Latin America case, we have people from our region in the board too.

In the NC we have 19 people with different interests and different point of
view.

All of interests are represented here. Get an agreement among 10 NC members
about the three candidates  to put in the ICANN Board is very, very difficult.
And... if we get this agreement it would be only if those three candidates
are extremely good and represent a consensus in the GA. I don't believe
that it could be possible in other case.
