EU TO MAKE INTERNET TAX PROPOSAL BEFORE YEAR END

Incoming European tax commissioner Frits Bolkestein has notified
the European Parliament that by the end of this year the European
Commission will introduce legislation to tax electronic commerce
transactions. The Organization for Economic Cooperation and
Development's 1998 Ottawa conference on e-commerce concluded in
part that taxes on e-commerce transactions should be levied at
the point of origin and that products delivered through
cyberspace should be considered services; the European Commission
has worked with the European Union to incorporate these findings
in its proposal, Bolkestein said.  Bolkestein also said that
international rules governing e-commerce are essential.
