Consultation with the General Assembly would be nice, though by ICANN's 
Bylaws, this power is vested in the Names Council.  ("The NC shall elect 
the Chairman of the GA annually." Section VI-B(2)(i)).

While the quoted bylaw language suggests an annual appointment, I like 
the rotating chair concept that the current Interim Names Council has put 
together. 

Perhaps this issue could be raised at the next General Assembly meeting. 
If changes need to be made (at least on the "annual" language), we could 
suggest a bylaw change to the ICANN Board.
