[ga-watchdog] Javier Rodriguez statement about his participation on the WatchDog Committee

I accept to become part of the WatchDog Committee.
I declare that I dont intend to be a candidate for the GA Chair position
and if I am nominated by some member of the GA it is my intention
to decline that nomination.
