I haven't seen a single registrar who does not permit the changing of
the billing contact information.

But in the event there is one who does that, the answer is to use a
better registrar.

Listing the registrar is not an option.  Most registrars are not
equipped to be "service agents" forwarding information to registrants
on that kind of scale.
