[ga-rules] About list monitoring

How to file a complaint

To complain about a message on the GA list or one of the
GA specific purposes lists to the list monitors, please
send a mail to ga-abuse@dnso.org, specifying
 -- the sender of the message(s)
 -- what message(s) the complaint is about (if possible,
    including the URL in the archives) and
 -- what rule was violated

Please use the address ga-abuse@dnso.org only for complaints
about list rules violations!

Mailing list rules

The rules for the GA mailing lists have been established by
a vote of the General Assembly:

The following rules apply to the content of messages on the GA list:

- The messages must be relevant to the business of the GA
- The messages must observe a minimum of decorum, including:
  - Not indulging in personal attacks, insults or slander
  - Not using offensive language
- If the GA Chair or a list monitor asks for a limit to the number
  of posts per person per day, this must be respected
- The size of messages should be kept reasonable (there should
  be a VERY good reason to send a message of more than 10 Kbytes).

Posting limit

The Chair of the GA has set the posting limit at FIVE postings
per person, list and 24 hour time period, calculated according to
the time of the sender.

List monitors

In accordance with the rules of order, the list monitors are
appointed by the GA Chair for a given period of time, but may be
removed from the role by the GA Chair or at their own request at
any time. A list monitor may also be removed by a majority vote
of the General Assembly. Normally the appointment would be for one
year.

Sanctions

 A list monitor may impose 2 sanctions against offenders:

 - Monitoring of posts. This will cause delay of postings from
   the affected individual until a list moderator approves them as
   being within the content rules, or rejects them
 - Suspension of posting rights. This will cause mail from that
   person not to be sent to the GA list.

 Both sanctions are imposed for a limited period of time (typically
 2 weeks), and are announced on the mailing list. Repeat offenders
 may get correspondingly longer sentences (for instance 4 weeks
 for a second offense, 8 weeks for a third). The period is
 decided by the list monitor.

 Note that due to technical issues, monitoring one member's postings
 may cause monitoring to be applied to other members' posts. This
 is to be avoided as far as possible.

 The action of the list monitor may be appealed to the GA Chair.

Before imposing sanctions, the list monitors may decide to warn a
member against a violation of the list rules. The list monitors
inform the GA mailing list when imposing a monitoring of posts or
a suspension of posting rights.

Unfiltered list GA-full

Only GA members who are members of the GA mailing list and respect
the list rules may post to the GA mailing list. However, there
exists an open list which gets all mail sent to ga@dnso.org without
restrictions (except for possible technical restrictions like
message size or size of header). To subscribe to the unfiltered
list, send an e-mail to majordomo@dnso.org with the words subscribe
ga-full in the body of the message

Public access to the archive of the GA-full mailing list will be
granted as much as possible; there may be legal reasons (e.g.
rules against republication of slander) that require closing some
parts of the archive. The existence of this list will make it
possible to have independent verification of what the filtering
function does.

Decision-making and implementation

With more than one list monitor, a clear majority of monitors
has to agree with the proposed action. Ties and complaints
involving one of the list monitors have in the past been resolved
with the help of the Alternate Chair. All suspensions have to
be coordinated with and implemented by the DNSO List Administrator.

While the list monitors try their utmost to make quick decisions,
sometimes the complexity of a case, the need for well-founded
and agreed decisions and the time needed for coordination and
implementation lead to some delays. Please bear in mind that
most list monitors are in fact humans after all.
