[ga-rules] ga-rules Chair nomination

Ladies, Gentlemen,
I would like to be serious two minutes about Patrick's MLs. I do not think 
they are of any use in their current form. But I think they might have some 
other real use. Out of despair Patrick wants to kill this ga-rules ML. To 
the countray I think that ML should be used to coordinate the MLs, discuss 
what could be done with them and workout a general working proposition for 
the GA.

Let use this to:
1) enable the propositions of Marilyn Cade
2) organize a standard simple voting procedure based upon Joop's booth. We 
could test it here and then propose the GA to accept it.

Therefore I nominate Patrick Corliss as Chair of the ga-rules.
If this appeals on you thank you for seconding me.
I hope Patrick will accept and we may help the GA to work its own ways but 
for real.
