[ga-roots] briefing papers

In response to the Names Council's desire to educate itself,
I would encourage this group to identify documents that have
_already been written_ that explain certain aspects about 
how the root works and how alternative or expanded and
inclusive name spaces interact with it.

We need something in a week or two. Do not try to write 
something by committee from scratch.
