No.  The current root system would not be fragmented at all.

And the only way the alt.roots will become fragmented is if some
decide to carry one .biz and some decide to carry another.

All of those are choices each alternative root system must decide on
its own, and even then that really isn't fragmentation, since each
root system would be consistent.

There is no problem here.
