It's certainly not impossible to create nine
At Large regional groups if one really wants to,
even though there will always be misbalances,
depending on whether you use population,
Internet users or any other measure. E.g.

I. At Large North Africa/Western Asia
UN regions Northern Africa and Western Asia,
390 million inhabitants, 785 At Large
 applications
(The division between Africa south of the
Sahara and Northern Africa is often used,
especially because of the ties between
Northern African and Western Asian countries)

II. At Large Sub-Sahara Africa
UN regions Western, Middle, Eastern and
 Southern Africa, 550 million inhabitants,
 566 At Large applications

III. At Large Latin America and Caribbean
UN regions Central and South America and
 Caribbean, 520 million inhabitants,
 6478 At Large applications

IV. At Large North America
UN region North America, 300 million
 inhabitants, 21596 At Large applications

V. At Large East Asia
UN region Eastern Asia, 1490 million
 inhabitants, 88156 At Large applications
(E.g. China, Japan and the Koreas form
 part of this region)

VI. At Large South-Central Asia
UN region South-Central Asia, 1460 million
 inhabitants, 2152 At Large applications
(India is the biggest country in this group)

VII. At Large Oceania/South-East Asia
 UN regions South-Eastern Asia, Australia/New
 Zealand, Melanesia, Micronesia and Polynesia,
550 million inhabitants, 2733 At Large
 applications
 (E.g. Indonesia, Australia, Philippines)

VIII. At Large Eastern Europe/Russia
UN region Eastern Europe, 310 million
 inhabitants, 2536 At Large applications
(This region includes all parts of the
Russian Federation, also those on the Asian
 continent, by UN definition)

IX. At Large Western Europe
UN regions Northern, Southern and Western
 Europe, 420 million inhabitans, 33209
 At Large applications

The country listing for the UN regions can be
found at the UN Statistics Division site:
