No it does not.  It was incorporating the values, especially free speech.
"Article 19 of that Declaration, to wit:"

  seek, receive and impart information and ideas through any media and
  regardless of frontiers."
I saw nothing that incorporates the docuement itself.  It is not a matter 
of semantics at all.
