[ga] Note about ga-motions@dnso.org address

Dear all,

just for clarification:
The ga-motions@dnso.org address will not work *yet*, since 
I only made the draft proposal a few hours ago and 
the DNSO listadmin has not yet been requested to add the
address. (James Love has already sent his motion proposal
to the address, but has CCed several others.)
