Maybe that's a carrot. You can imagine a CCSO in which only those ccTLDs
with a contractual relationship to ICANN had a vote for Director, or even
dividing the voting into thirds: one seat elected by those ccTLDs in a
triangular relationship, one seat elected by those in a legacy relationship,
and one seat elected by those who fund ICANN but have not yet signed a
contract. 

I was going to draft something along those lines, but thought the ccSO
solution should be proposed, at least in the first instance, by the ccSOs
themselves.
