[ga] No more point of Order

That was really lame.  The entire thread was not even amusing.

One must have rules of order prior to having a point of order.

I think on the issue of rebidding we should all take the time to visit;
www.doc.gov  and familiarize ourselves with their makeup.

I am looking for it on the site but it seems to me any of us effected
can file an administrative claim to have this reviewed.  I do not
believe it is limited to US Citizens.
