Bret and all assembly members,

  The problem with this approach is that it puts regulating back
into government entities hands.  And this would seem to be
counter productive if ICANN is to be successful in administering
their own Registrar and Registry contracts as well as Private
industry working out these problems in an expedient manner
that is timely enough to adequately solve these sorts of problems.
In fact isn't it because of the NSOL Domain Name dispute
policy debacle that engendered the formation of ICANN
in the first place?  I believe it is.  So, a better solution is
to find a way in which the ICANN staff will effect it's
duty under the MoU and White Paper to police it's
own contractual obligations as a first line of defense.
