Some of those resellers register more names than many of the missing
registrars  :)

I don't see that the ccTLDs have much of an interest in this subject
really.  And I understand that isn't your point.

On your point, again I must say, if they want to be heard, the
responsibility is on them to get involved.  Having a sublist for this
would not have resolved this issue at all.
