Why is that, I wonder?

Because the UDRP is not a NAF-created procedure.

The Forum's Code of Procedure, which can be read on the arb-forum site,
provides a procedure for its standard arbitrations, and provides, for
example, time periods for claims and responses, provisions for the addition
of third-parties, etc.  As the rest of the paragraph quoted indicates, the
NAF adjudicates the UDRP pursuant to the UDRP rules and NAF's supplemental
rules.
