Yeah, but then they might end up with a result like workgroup C had, a
true, very hard to come by consensus, that simply did not jive with
the special interests (And those who owe them allegiance) that
control the names council.  And when that happens, it makes it VERY
tough for them to go ahead on a recommendation to the board that is
inline with what they wanted, because it doesn't come anything close
to the difficult to reach, but rock solid consensus that emerged from
the a controversial, slow moving, but ultimately fruitful working
group (Which was greatly thanks to the Co-Chair of the WG, and to the
NC appointed chair who let the Co-Chair do his thing).
