The Chair is not elected to put his or her own views forward.  The
Chair's job is to represent the views of the GA.  The Chair needs to
be very careful when he puts personal views forward that he is seen to
be speaking in an individual capacity only.

The GA Chair is not our leader but our representative.  And there was
nothing wrong with Mr Crocker's request of him.  There is a difference
between a request and an instruction.
