DNSO was indeed consulted as to the policy for the creation of new
TLDs and gave advice which the board accepted to select a modest number
of TLDs to start this process. The actual selection of a particular TLD
or party to operate its registry is not a policy matter, it is something
that ICANN does - within the policy guidance of the board.
