... so if I offend Kristy and Alexander in the same message to the GA, I can
get away with it because there are no monitors to process the complaint.

I think that self-recusation from judging a complaint can be stated as good
practice, but cannot be stated as a rule.
And in fact I don't think it has ever spelled out as a rule.
