The purpose of the no crossposting rule is to make sure a discussion stays 
either on the GA list or off the GA list; due to the members-only nature of 
the GA list, GA list members will see only parts of a discussion that takes 
place across multiple lists.

If Jeff is posting to list@ifwp.org with headers pointing to the GA list, I 
don't think we'll see much harm from that.
If he was currently excluded from GA, I'd say that this was an attempt to 
bypass the blocks (by getting answers from legitimate members that included 
his statements) - but currently he's allowed to speak.

I don't think I'll do anything about this instance.
