Whatever the force and effect, it has several attributes:

1. It recognizes only TLDs that are found in
ISO 3166-1 that are designated ccTLDs and others
that are designated "'generic'."

2. This would imply that GOV, MIL, EDU, COM, NET,
ORG, ARPA, INT, AC, GG, IM, JE, AND UK are "'generic'."


3. TLD semantics are entirely within the discretion
of those using them.
