Actually it was Glen de Saint Gery, as GNSO Secretariat, that compiled the material together.
 
I am glad to see some comments on the revised rules of procedure.  We need to approve them as a council before July 2003.
 
It might be appropriate once everyone has read the rules of procedure to hold a teleconference to discuss them explicitly.
In the meantime, if there is specific wording changes you would like to see - perhaps you could post a marked up copy to the council list.  However from a legal stand point we should be careful to ensure that the rules of procedure are consistent with the ICANN by-laws - I recommend that before we finally vote on any new rules of procedure that we get the advice of the ICANN General Council.  Ultimately the new rules of procedure will need to be approved by the ICANN Board.

well done for the labours in compiling a rational set of procedures to incorporate the new by-laws.
 
Before Council considers adopting these we will need to debate in particular items 3, 4 and 5 - the issues of quorum and the election of the GNSO chair.  At present the by-laws allow for both elections by majority weighted vote. As you know there are current proposals on quorum to change to a non-weighted member vote. Given the role of the GNCO council chairman and the need for a candidate to be broadly supported it may be appropriate to extend non-weighted voting here also.
