To the GNSO Council:

This follows up on my message to you of 8 February 2003 concerning the
Evolution and Reform Committee's proposed clarifications, technical
corrections, and minor modifications to the New ICANN Bylaws.  In its 8
February 2003 posting, the ERC invited public comments.  Based on the
comments received, the ERC has revised its proposals in two respects,
concerning voting on the GNSO Council and At-Large Structures.  The
ERC's revised proposal is posted at

The proposed amendments concerning GNSO voting are to Article X, Section
3, and are intended to make clearer that the provisions of Article X,
Section 5(2), by which constituency votes are equalized between
contracted-provider and user constituencies, apply to all aspects of
voting (including quorums) in the GNSO Council.

These proposed amendments have been placed on the agenda of the Board's
25 February 2003 meeting.
