To expand on Bruce's point, I think the key question that many of us posed during the last call was "what does 'structure' mean"?  The answer to this question substantially effects the scope of our task, and I don't think the clarification provided thus far has gotten us any closer to answering this question.  (In fact, it seems to be simply a restatement of the board resolution with no clarification about the intent.)  I think that it is vital that we resolve this point, either by gaining some further clarity from the staff, or by having our own discussion to set the parameters of our inquiry.

Thanks for the summary and update.
 
In the summary of discussion, statements on bid price, whether a name is sponsored or not, or whether the name is owned, does seem to be beyond the scope - which as I understand is whether there should be a structured set of names at the gtld level.  We need to separate the existence of a particular gtld from the potential operator/manager of that name.
 
I assume in future it would be appropriate for the council to consider criteria etc for accepting applications for new TLDs, once it is determined whether there should be a structure for the new names.
 
new tlds is a big topic area.  Lets deal with one issue at a time.

Please find attached an updated explanation of the terms of reference for the Council gTLDs committee and draft conclusions from the first meeting of the committee. All comments most welcome.
 
Constituencies are reminded that they should post their  statements to the committee no later than 1st March. These statements need not be final positions, but a set of proposals (complete or partial) for the future vision of the gTLD name space. I hope that the committee can work towards a unified proposal that will be endorsed by all constituencies.
 
The next telephone conference of the committee is scheduled for 14.00 UTC 6 March 2003. Details will be posted nearer the time.
