[council] revisiting the meeting schedules

Almost 2 years ago we unanimously agreed that we were going to
develop a methodology for more equitable scheduling of the names council
teleconferences .
I have reviewed the schedules for calls for the last year and
was unable to locate "even one" occasion when calls were scheduled with
any bias at all for the pacific rim timezones
we now have 5 members of the council who are from Asia and,
frankly, we need to be more considerate of their time as well. I believe it is
only fair to rotate schedules (for the numerous calls we are scheduled to have
for this upcoming year) to provide more "equity for these people.
not doing so sends a very "negative" message to these
parties.
