Well done Phillip - I think this is a sound document which, subject to minor amendment, I would be happy to support.

I suggest we amend Para 4  and request that the GAC "reconsider its recommendation in this matter in the light of the WIPO processes and the recent WIPO report  XYZ .

 

This is the bureaucratic equivalent of asking for a reversal and pointing out the need to get WIPO support and is intended as a friendly amendment.

The Names Council therefore calls upon the ICANN Board,

to recommend to the GAC a reversal of its communiqué in this respect and to propose a specific work item on this issue to be conducted by WIPO building on the work outlined in the recent report The Recognition of Rights and the Use of Names in the Internet Domain Name System.
