[council] WG review chair

In reply to Erica's question on the WG review chair. The previous chair Greg
Burton has been silent for some time and the remaining members who are still
active on this WG chose to ask Sotiris Sotiropoulos to act as interim chair
as he had come second in the original poll.

Whether this process is appropriate is  a question but Sotiris is indeed
acting as a chair.  WG Review will close formally on 16 April.
