[council] selection of new names council chair.
as you are all aware, my tenure as names council chair is
expiring after the next meeting.
i would like to call for suggestions and nominations for the
next NC chairman. To date we have had chairs from the following:

Caroline Chicoine - IP
Ken Stubbs - Registrars
