danny... this person is only a recommendation for a nominating committee. it
wouold be the job of the committe to nominate unbias candidates.

the responsibility of the committee is the selection of candidates who are
truly indeopendent of mental attitude with respect to ICANN. mr hemphill is
a respected, honorable person who has an excellent reputation and is fully
capable of assuming the task described.
