YJ, Am I correct in thinking that your current proposed terms of reference for this groups were in your e-mail of 23/11/2000 and are:

1st Stage: This Working Group can start from answering to the Review
                TF's questionnaire which was presented to the Board.

2 nd Stage: Call for DNSO recommendation paper.

3 rd Stage: Take a voting process to adopt the WG's position paper
                  which will be presented to the NC.

If so, does this mean you are essentially thinking of forming a group that anyone may join to answer the NC Review Task Force  questionnaire by writing a report and submitting it to the NC Review Task force around March 2001? In other words there will be no action for the NC Review Task Force to do until it gets that report ?
