No YJ, I am not proposing any motion.  Rather, I am suggesting that you
(and/or Carolinee) formally propose a motion for consideration by the NC
setting out clear Terms of Reference (and timeframe) for your group.  Once
the motion is agreed, you will be able to progress with the full authority
of the NC.
