[council] Local time correction



Colleagues,

Please note two correction to local time provided in a table for 
the next NC telecon, for Santiago de Chile (local time change on 15 Oct),
and for Melbourne Australia (local time change on 27 Aug 2000).

The local time in the Northern hemisphere for places using DST
(Daylight Saving Time) will change on 29 October for Europe
and USA.

(5:00 LA, 8:00 US East Coast, 14:00 CET, 21:00 Japan/Korea, 23:00 Melbourne)
