The ICANN Board does not generally allow proxies.  The idea is that all Board members should participate in every meeting.

FWIW, I encourage the NC to consider the potential harm that comes from allowing a few NC members to make decisions on behalf of the entire NC.  The NC is not a legislature -- it is a consensus-based deliberative body.  As such, I think that the NC should do its best to encourage all NC members to take part in every teleconference and every meeting, and to contribute to deliberations, and to engage in dialogue with the broader community.  Otherwise, the NC starts to seem more like a legislative body, where voting matters more than discussion and deliberation.

In my view, proxies should be available only as a rare exception, on important matters.
